תמ"מ 21/3 קובעת את הגדרתם, תפקידם ומהותם של אזורי נופש מטרופולינים בתוכנית המתאר המחוזית של מחוז המרכז.
תוכן הפארקים נפרש על פני קשת רחבה של פעילויות פנאי ובנוסף להן הוגדר יעוד שטחים של עד 15% לבינוי ופיתוח (למגורים, תעסוקה ומבני ציבור).
ערכם נעוץ בצורך שימור שטחים ציבוריים קיימים כחיץ פתוח ונדיר במרכז הארץ וכפארקים לרווחת התושבים.
מטרת הסטודיו יוחדה לגיבוש אסטרטגיה תכנונית כוללת וקוהרנטית לתכנון אזורי הנופש המוצעים.
הסטודיו נערך בשיתוף בין המכון ללימודים עירוניים לבין המחלקה לאדריכלות בבצלאל.

אזור נופש מטרופוליני ראשון-לציון מערב
האלטרנטיבה המוצעת שמה דגש על ערך השטחים הפתוחים הציבוריים ועושה שימוש במאפייני הסביבה המקומית.
התכנון הנובע מתוך התייחסות לתופעת הפירבור והשלכותיה. סביבת המגורים תוכננה כחלק מפארק פתוח לציבור בהתאם להוראות תמ"מ 21/3 ותמ"א 35.
קונספט
תכנון פארק שעוסק בסתירה שבין מלאכותי לטבעי.
שימוש בטופוגרפיה כמערכת הדרה מרחבית עבור הפרוגרמות וכלפי גבולות האנ"מ.
פעולה נופית מלאכותית גורפת המאפשרת את תכנון האנ"מ כשטח ציבורי פתוח.
מימוש
תכנון המקיים הפרדה וחיבור בין הפתוח לבנוי ונגישות לכל המצוי באנ"מ, לתושבים ולמבקרים.
1.מפלס תחתון - פארק ירוק הנשען על אגמי מי-גשם. בפארק שזורים מסחר, פרוגרמות פנאי, מגרשי ספורט ואזורי התכנסות.
2.מפלס ביניים - מפלס המגורים והגישה העיקרי
3.מפלס עליון - רום הדיונה מתפקד כשצ"פ המיוצב בצמחיה טבעית.
תנועה - הכבישים מפלגים את הדיונות לשטח פתוח ולשטח בנוי ושביל האופניים /הליכה מקשר בין כל המפלסים.

DOP 3/21 determines the definition, function, nature and the essence of the newly defined entities called: “Metropolitan Leisure Areas”
In the dense hub of Israel.
This new notion of Metropolitan parks in the overpopulated urban region of our State contains varied development interpretation, from
intensive housing and public program to open green spaces as well as sports and leisure activity spaces.
The challenge was to integrate a coherent whole strategy. One that shows a test case that suggests an insight how to plan
Metropolitan Leisure Areas.
The Metro Leisure Areas studio was held by the City/State Unit of Bezalel with the cooperation with the Hebrew university and
Shammay Assif.

The proposed alternative emphasizes the significance of an Open Space and made use with the characteristic of the typical local
surrounding. The planning process referred to the suburb phenomenon and its projection. The Residence environment designed as part
of a public open park according to the relevant principles of NOP 35 and DOP 3/2.
Concept
Planning a park that engages the contradiction of artificial in contrast with natural .
Usage of topography as an exclusion regional system on behalf of the various programs and towards the park boundaries.
Integral landscape operation that enforce the planning to be a public open park.
Realization
Planning that fulfills parting and unity among development and the dunes and lakes open spaces.
Jointly accessibility to the entire existing areas of this metropolitan park, for the residents and visitors.
1.Invert Lakes Level – Green park that lean on existing rain water reservoir that function as lakes
2.Middle Dwelling Level – Mainly residence that leans on few roads
3.Uppermost open wild Level - Artificial dune head stabilized by vernacular vegetation
bicycle/ jogging/ walking path binds all the levels of the park
